Why are so many minority students in special education? Understanding race & disability in schools

Scholars have discussed the overrepresentation of minority students in special education programs for high-incidence disability categories since long before the first federal law P. L. 94-142, the Education for All Handicapped Children Act of 1975. However after four decades, this issue is still a timely and important topic in education. This book addressed this complex issue by documenting how overrepresentation of minority students within one large, culturally diverse school district “happens.” Authors Beth Harry and Janette Klingner examined the children’s experiences, their families’ interactions with school personal, the teachers’ and schools’ estimation of the children and their families, and the school climate that influences decisions about referrals. The book concluded with recommendations for educational practice and teacher training for policy renewal.
